California Contractor License Requirements

Every CSLB requirement you need to meet — experience, qualifying individual, exam, bond, fingerprinting — with the documents you'll need to gather before starting your application.

The seven requirements at a glance

  1. Be 18 years or older
  2. Have a valid SSN or ITIN
  3. 4 years of journey-level experience in the classification you're applying for, within the last 10 years
  4. A qualifying individual able to sign the Certification of Work Experience
  5. Pass both the Law & Business and Trade exams
  6. Complete Live Scan fingerprinting and clear a background check
  7. Post a $25,000 contractor bond and (if applicable) workers' compensation insurance

Documents you'll need to gather

  • Application form 13A-1 (or 13A-2 for corporations, 13A-3 for partnerships, 13A-4 for LLCs)
  • Certification of Work Experience signed by your qualifying individual
  • Government-issued photo ID
  • SSN or ITIN documentation
  • Education transcripts (if claiming education credit)
  • Live Scan request form (BCIA 8016)
  • $450 application fee

The qualifying individual — what counts as "credible"

Your qualifying individual (the person signing your work experience) should be someone who supervised you, worked alongside you, or contracted with you in a position to observe your work. Most commonly: a previous employer, a CSLB-licensed contractor you worked under, or a journeyman in your trade. The CSLB does not require a specific relationship — credibility is what matters.

The CSLB occasionally audits work-experience certifications. If they request additional proof, you may need to provide W-2s, 1099s, project addresses, or signed statements from clients. Build a paper trail as you go — don't try to reconstruct it years later.

Education substitution

Up to 3 of the 4 required years can be substituted with education:

  • Associate's degree in construction-related field: 1.5 years credit
  • Bachelor's degree in construction-related field: up to 3 years credit
  • Apprenticeship completion: up to 3 years credit
  • Construction-related vocational training: case-by-case, typically 6-12 months credit

At least 1 year of actual on-the-job experience is always required.

Bonds, insurance, and fees

  • $25,000 contractor bond — required for every active license. Typical premium: $200-$400/year depending on credit.
  • $25,000 qualifying individual bond — required if licensed via RME instead of RMO.
  • Workers' Compensation insurance — required for any licensee with employees. Always required for C-39 roofing contractors regardless of employee count.
  • $200 initial license fee — paid after passing both exams.
  • $450 biennial renewal — every 2 years.

Frequently asked questions

What is the experience requirement for a CSLB license?

4 years of journey-level, supervisory, foreman, contractor, or owner-builder experience in the trade you're applying for, completed within the last 10 years. Experience must be verifiable by a qualifying individual who can sign your Certification of Work Experience.

Does education count toward the experience requirement?

Yes, up to 3 years. An associate's or bachelor's degree in construction or a related field, a journey-level apprenticeship, or vocational training can substitute for some of the 4-year requirement. You still need at least 1 year of actual on-the-job experience.

What if my work experience was outside California?

Out-of-state experience counts as long as it's verifiable. Your qualifying individual can be anyone — a previous employer, a journeyman, a CSLB-licensed contractor — who can credibly attest to the work you did.

Do I need a Social Security Number to apply?

Either an SSN or an Individual Taxpayer Identification Number (ITIN) is required. The CSLB does not require U.S. citizenship to be licensed.

What is a 'qualifying individual'?

The person whose experience and exam pass qualify the license. For a sole-proprietor license, this is the licensee themselves. For a corporation or LLC, it's a designated officer or employee — Responsible Managing Officer (RMO), Responsible Managing Employee (RME), or Responsible Managing Member (RMM).

How long is my license good for?

California contractor licenses are renewed every 2 years. The renewal fee is currently $450 for active licenses, payable to the CSLB.
