Who the CSLB is
The Contractors State License Board (CSLB) is the California agency that licenses and regulates more than 285,000 contractors. It operates under the Department of Consumer Affairs and enforces the Contractors State License Law, found in the Business and Professions Code starting at section 7000. The CSLB's job is to protect consumers from unlicensed activity, fraud, and substandard work, while also giving licensed contractors a level playing field.
When a license is required
Any person or business that constructs, alters, repairs, adds to, or improves a building, road, or structure in California must be licensed if the total project price for labor and materials is five hundred dollars or more. There is no exemption for handyman work above that threshold. Working without a license when one is required is a misdemeanor for a first offense, and the penalties rise quickly with subsequent offenses or with violations during a declared disaster.
The three licensing classifications
California recognizes three license classifications. Class A is the General Engineering Contractor, focused on fixed works requiring specialized engineering knowledge. Class B is the General Building Contractor, the most common license, which requires framing or carpentry plus at least two unrelated trades. Class C licenses are the specialty trades, such as electrical, plumbing, roofing, and HVAC, and there are more than forty of them.
