Administrative Readiness and Site Access

Preparation for a successful inspection begins with the administrative assembly of documents required by California Building Code (CBC) Chapter 1, Section 107. The contractor must ensure the permit, the original city-stamped 'Approved' plans, and the official job inspection card are physically present on the job site. Inspectors are authorized to deny an inspection immediately if these documents are missing or illegible. The plans must be the version that bears the building department's wet stamp or electronic security seal. Furthermore, the contractor must provide safe access for the inspector. Under Cal/OSHA Title 8, Section 1675, any ladder used for inspection access must extend at least 3 feet above the landing surface and be secured to prevent displacement. If the inspection involves high-angle work or roof access, the contractor must provide fall protection equipment or scaffolding that meets Title 8 safety standards. Failure to provide a safe means of egress and access is a common cause for immediate assessment of re-inspection fees, which often range from $150 to $500 depending on the local jurisdiction's fee schedule.

Foundation and Structural Framing Compliance

For foundation and structural inspections, compliance with ACI 318 and CBC Chapter 19 is critical. Before calling for a footing inspection, all trenches must be clear of debris, standing water, and organic material. Rebar must be supported by concrete 'dobies' or chairs to ensure the required 3-inch clearance from the earth for cast-in-place concrete. For residential seismic safety, J-bolts or anchor bolts must be spaced no more than 6 feet apart on center, with a bolt located within 12 inches of each sill plate section end, and must be embedded at least 7 inches into the concrete per CBC 1905. Under NDS (National Design Specification) for Wood Construction, any bored holes in joists must not exceed one-third the depth of the member and cannot be located in the middle one-third of the span. For example, a 2x10 joist (actual 9.25 inches) cannot have a hole larger than 3.08 inches. Notch depths at the ends of members are limited to one-fourth the depth of the member. Preparation involves verifying all hold-downs, like an SDS or HDU series, are installed with the specified number and type of fasteners before the inspector arrives.

Plumbing and Gas Pressure Testing

Rough plumbing inspections under the California Plumbing Code (CPC) require rigorous pressure testing. Water supply systems must be tested at the working pressure or at least 50 psi for 15 minutes using air or water. Drainage systems (DWV) must be tested by filling the system with water to the top of the highest vent stack, ensuring a minimum of 10 feet of head pressure. If using air, the system must hold 5 psi for at least 15 minutes per CPC 712.3. Inspectors look for the proper slope of horizontal drainage piping: 1/4 inch per foot for pipes 2 inches or smaller, and 1/8 inch per foot for pipes 4 inches or larger with specific approval. For gas piping, the California Mechanical Code (CMC) and CPC 1213.3 require a pressure test at 1.5 times the proposed maximum working pressure, but not less than 10 psi, for at least 15 minutes. Additionally, all penetrations through fire-rated assemblies must use an approved firestop system that matches the F-rating of the wall or floor. Water heaters must be strapped in the upper and lower one-third of the unit to resist earthquake motion, with the lower strap at least 4 inches above the controls.

Electrical Rough-In and Clearances

Electrical inspections focus on safety, grounding, and clearances defined in the California Electrical Code (CEC). A critical numeric threshold is the working space around electrical equipment. CEC 110.26 requires a clear working space at least 30 inches wide (or the width of the equipment) and 36 inches deep for systems 150 volts to ground or less. This space must be clear from the floor to a height of 6.5 feet. All boxes must be accessible, and wires must be secured within 12 inches of every box and at intervals not exceeding 4.5 feet for Romex (NM cable). For nail protection, any cable or pipe passing through a stud closer than 1.25 inches from the edge must be protected by a steel nail plate at least 1/16 inch thick (CEC 300.4). Grounding electrode conductors must be continuous and properly sized; for example, a 200-amp service typically requires a #4 AWG copper wire to a Ufer ground (concrete-encased electrode) consisting of 20 feet of 1/2 inch rebar. All GFCI and AFCI protection must be installed and functional in required locations like kitchens, bathrooms, and laundry areas before the final inspection.

Mechanical Systems and Energy Efficiency

Mechanical and HVAC systems must adhere to the California Mechanical Code (CMC) and Title 24 Energy Efficiency Standards. Duct leakage is a major focus; for new systems, duct leakage cannot exceed 5% of the total fan airflow when tested at 25 Pascals. Inspectors will verify that all supply and return ducts are insulated to a minimum R-8 value in unconditioned spaces. Equipment must be accessible for service. For example, an attic-mounted furnace requires a clear working platform at least 30 inches deep and 30 inches wide, with a continuous solid walkway at least 24 inches wide leading from the attic access to the unit (CMC 904.10). The maximum distance from the access opening to the furnace is 20 feet. Condensate disposal is another high-fail item; primary lines must drain to an approved location, and secondary overflow lines must drain to a conspicuous spot (like over a window) to alert the occupant of a primary line blockage. All gas vents must maintain specific clearances to combustibles, typically 1 inch for Type B vents, and extend at least 2 feet higher than any portion of the building within 10 feet.

Life Safety, Accessibility, and Final Grade

Final inspections for occupancy or completion require a focus on life safety and accessibility. Under the 2022 California Building Code, smoke alarms must be installed in every sleeping room, outside each sleeping area, and on every level of the dwelling. Carbon monoxide alarms are required in dwellings with fuel-fired appliances or attached garages. For accessibility (ADA/CBC Chapter 11B), a 60-inch diameter circular turning space or a T-shaped space is required in bathrooms. Ramps must have a maximum slope of 1:12, and any ramp with a rise greater than 6 inches must have handrails on both sides (CBC 11B-405.8). For shower installations, the curb must be at least 2 inches above the drain but no more than 9 inches, and the shower floor must slope between 1/4 and 1/2 inch per foot toward the drain per CPC 408.5. Finally, the contractor should pre-verify that all exterior grading slopes away from the foundation at a minimum of 5% (6 inches of fall in 10 feet) for the first 10 feet to prevent moisture intrusion, as mandated by CBC 1804.4.
