What needs a permit
A building permit is required for most new construction, additions, structural alterations, electrical, plumbing, and mechanical work. Cosmetic work like paint, flooring, and cabinets generally does not need a permit. Each city or county can be slightly stricter, so always check local rules.
The permit process
Submit a complete application with plans, specs, and required fees. Plans go through plan check, where the building department reviews them for code compliance. After approval, the permit is issued. Work cannot start before issuance, except for limited emergency repairs.
Inspections during construction
Typical inspections include foundation, framing, rough mechanical/electrical/plumbing, insulation, drywall, and final. Each inspection must be approved before the next phase of work begins. Covering up unapproved work is grounds for tear-out and re-inspection at the contractor's expense.
