CSLB Experience Requirements: Four Years, Documented
Four years of full-time journey-level experience in your classification, within the last ten years, is the single largest cause of application rejections. Understanding what CSLB counts — and what documentation they accept — closes the gap between 'I've done this work' and 'CSLB approves my application.'
What counts as journey-level
Work at a level of skill and independence typical for a fully-trained tradesperson in that classification. Apprentice or laborer work does NOT count. Foreman, supervising, and contractor-level work counts.
How to document it
Certification of Work Experience (a page in Form 13A-1) signed by a qualifier: a licensed contractor, employer, journeyman, foreman, or CSLB-approved supervisor who observed your work. Include their license number and current contact info.
Self-employed applicants
If you were self-employed (with or without a license), you need tax returns, business licenses, invoices, or contracts showing the volume and type of work. CSLB may audit these.
Substitutions
Accredited construction-related coursework, apprenticeship completion, or a related bachelor's degree can substitute for up to three of the four years. You still need at least one year of hands-on journey-level work.
Common rejections
Qualifier unreachable, dates that overlap another job with no explanation, generic job titles ('laborer,' 'helper') that don't imply journey level, or gaps CSLB can't verify.

Can family or spouses sign as qualifier?
Yes but CSLB scrutinizes it heavily. Better to have a non-family licensed contractor or foreman if possible.
Does out-of-state experience count?
Yes, at the same journey-level bar. Qualifier must be reachable — CSLB does call cross-state.
What if my qualifier is deceased or unreachable?
Submit a written statement explaining, with alternative documentation (W-2s, 1099s, project records, LOAs from other supervisors). CSLB reviews case by case.
